The State Significant Development (SSD) application formalises Hunter Horizon Park's entry into the NSW assessment process — the same pathway used for major infrastructure projects across the state.
Why SSD?
The proposal is being assessed via the SSD process declared through the State Environmental Planning Policy (Planning Systems) 2021. Three of the precinct's components individually cross the SSD thresholds:
- 100 MW AC solar photovoltaic facility — SSD if estimated development cost > $30 million for electricity-generating works
- 450 MW / 3,600 MWh Battery Energy Storage System (BESS) — same SSD threshold
- 300 MW IT load data centre — SSD if > 15 MW
What happens next
Following lodgement, the Department will progress the application through Gateway determination. The project is consistent with the Raymond Terrace and Heatherbrae Strategy 2015–2031 and the Hunter Regional Plan 2041, both of which identify this part of the Hunter Region as suitable for renewable energy and advanced industrial uses.
